This submission addresses those elements of the Porirua City Council Draft Annual Plan 2013/14 which are relevant to the objectives of the Guardians of Pāuatahanui Inlet:

(a) To encourage, promote, protect, maintain and foster the natural, historic and cultural values of the Pāuatahanui Inlet

(b) To promote recognition locally, regionally, nationally and internationally of the ecological values and standing of the inlet.

 

We do not wish to be heard in support of our submission at a council hearing.

Draft 2013-14 Annual Plan GOPI Response 

p 27: 2.3 Strategic Priorities 

We strongly support "A Healthy and Protected Harbour" as one of the four strategic priorities
p 29: 2.3 Strategic Priority Performance Measures and Targets We support 50% reduction in sediment inputs; reduction in faecal bacteria and toxicants for high use recreational areas; maintain/reduce concentrations of zinc and other toxicants at/below "low"sediment quality guidelines; plans developed for whole of catchment and estuary revegetation; saltmarsh cover in suitable areas of the inlet; significant extension of seagrass beds; improved kaimoana safety from existing gathering locations consistent with public health advice
p.46: 4.1 Strategy & Planning, Key Legislation and Strategies We endorse the inclusion of Porirua Harbour & Catchment Strategy & Action Plan
pp 54-55: 4.1.3 Harbour & Catchments (See also 2.3 Strategic Priority Performance Measures and Targets, p 29)

• We endorse the performance measures and targets (see also, p29)

• We endorse and support the proposed expenditure on harbour and catchment (p.55)

p 67: 4.2.1 Stormwater Management

• We support introduction of a new bylaw to give better control over the quality of stormwater entering the system;

• We support factoring climate change implications into the Council's Asset Management Plans;

• We strongly support the budget for major capital works projects for Stormwater Management and endorse the performance measures and targets

p 71: 4.3.1 Waste Water Management

• As in 4.2.1 We support factoring implications of climate change into the Council's Asset Management Plans;

• We strongly support the plan to provide sewer reticulation to the Pauatahanui Village

• We also support the programmes of upgrades and renewals for the waste water system

p 72: 4.3.1 Key Question re the Pauatahanui Sewerage Scheme We strongly support provision of extra funding
p 73: 4.3.1 Waste Water Management Performance Measurement We endorse the performance measures and targets
p 114: 4.7.5 City Landscape We support on-going work on the Pauatahanui Pathway and walkways /cycleways
p 130: 4.8.3 Environmental Standards  We endorse the performance measures and targets for action regarding exceedances of recreational water quality guidelines.
